2023 Open Enrollment Begins October 3rd

We’re excited to announce that the 2023 City of Portsmouth Open Enrollment period will take place starting Monday, October 3, 2022 through Sunday, October 23, 2022.  Please read the following information carefully to help prepare for this year’s event. 

2023 is a Passive Enrollment

2023 Open Enrollment is a “passive” enrollment. Passive enrollment allows full time employees’ benefits to remain the same year after year without having to opt in for benefit selection each year.  The only enrollment that will need to be completed will be if you choose to make changes to your current benefit selections and if you elect to participate in the Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Dependent Care Accounts contributions. If you choose to participate in the Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Dependent Care Accounts contributions, you are REQUIRED to enroll in those accounts.  

*IMPORTANT: Employees MUST actively re-enroll in Health Savings Accounts (HSA) and/or Flexible Spending Accounts (FSA) to elect for contributions to continue for 2023 by logging into their MUNIS Self-Service accounts during Open Enrollment and completing an active enrollment.  Current enrollment in HSA and FSA accounts will not automatically continue with a passive enrollment.

The 2023 health insurance rates for active, full-time employees are effective January 1, 2023 through December 31, 2023, deducted 24 out of 26 pay periods.  Medical, dental and vision benefits are pre-tax deductions.  Benefits are not available for part-time employees, except for those that qualify in accordance with the Affordable Care Act (ACA).
